235050s. it's not cold by any stretch of the imagination. we will have a partly sunny partly cloudy day but really on the mild and muggy humid side with mid to upper 60s. here is sal. right now traffic looks good coming out to the mccarthur maze traffic looks good but the weather will play a role in this mornings commute. also this mornings commute on westbound bay bridge is light. coming up let's go back to the desk. we will start with very important news for bart riders this morning it includes that train derailment. crews worked all night long. within the past hour we have an update for you. allie rasmus is live with all of the new developments. good morning. >> reporter: good morning, dave bart services at the concord bart station is back on track this morning. if you are heading in to san francisco from this station i am happy to report you will have no problem. a train just came through a few minutes ago you can see there

is not a lot of people waiting. we watched the very first train pull in about on time around 4:15 this morning. and there has been several other trains go through taking passengers to san francisco. this is a relief for commuters this morning. yesterday service on this line came to a complete halt at 9:20 yesterday morning a bart train derailed at the concord station. news chopper two was overhead just after it happened. you can see the train jackknife on the track. they worked all day to fix the line. before that announcement came down there were several bart riders out here this morning very anxious about their commute. >> i'm going to get there today some day. sometime i'm sure. but i would like to get there on time. like what are you going to do? i won't take my car. the way the gas is it's crazy. >> reporter: and we did watch

that man get on the first train this morning. he got into work this morning. just before 4:00 bart did have eight charter buses on stand by just in case service was not restored in time. we are happy to report an hour ago service has been restored at the concord bus station. live in concord allie rasmus. time now 5:02. turning to japan where there is growing concern of report there is may have been a third explosion at a nuclear power plant. japanese government says a nuclear reactor lost its cooling capacity and in just the last half hour officials say nuclear fuel rods in the plant for fully exposed. two explosions have already been reported in two other nuclear reactors in the plant. the u.s. navy has started moving ships and aircraft away from the coast of japan.

the estimated death toll has topped 10,000 from the earthquake and tsunami in japan. that is after 1,000 more bodies washed ashore an long japan's northeast coastline. large areas are still surrounded by water. they are unreachable. survivors in the hardest hit area have been without running water or electricity since that 8.9 quake hit on friday. ktvu jana katsuyama is in tokyo for us this morning. think will bring us a live update that is coming up in the next hour. safety concerns will keep the traffic away from boat harbors. docks are unstable in some parts. there is also concerns they could leak fuel or oil. harm to wildlife has been minimal so far. >> we think we dodged the

bullet environmentally. most of the boats carried a low amount of fuel. right now in san jose hundreds of students, staff, and faculty from evergreen college are getting ready to board buss to sacramento. we are live. >> reporter: good morning, claudine. the students beline me are fired up. there is a group of 50 of them rallying. there could be much more. they will be boarding buses and heading to sacramento to lobby. we will explain a little bit more about why this is so timely. we are joined by rita.

what is happening tomorrow? tell me about the deadline. >> one of the important things that are happening tomorrow is the opportunity for legislature to leave it up to the people. to allow us to decide our own future. as you know, we already have taken up $400 million cut. without extension this doubles and triples. and community college is literally -- the cuts right now at the san jose community college district in fact we are already. we are cutting courses. we are cutting classes and increasing fees. so it is very critical moment in the history of california community colleges. i'm delighted our students are taking what they have learned to the politicians of the state capitol. they have to remember these students are voters. they are taking not only their

vote but their voice. >> reporter: thank you very much. so again, at 6:00 a.m. these students as well as students at san jose city college will be boarding buses in the 6:00 a.m. they will be heading up to sacramento and then they will be marching to the capitol and then at 10:00 a.m. they will be meeting with legislatures to lobby for them to really push for tomorrow's deadline and make sure that governor brown's plan to have tax increases extend to make sure that legislatures vote for that and it will be on the ballot for the special election in june. reporting live in san jose j mean. >> thank you. time now 5:06. loud protest early in the morning we have wet roads in the morning. we will probably have a lot of crashes. >> hopefully not.

sunny skies. lows in the 50s. and a humid pattern. mostly cloudy. tuesday winds develop. shower on thursday and a colder stronger system moves in friday. that all take us into saturday. clearing but much cooler on sunday. claudine and dave. time now 5:08. sheriffs deputies are searching surveillance videos. they are trying to find a man that stabbed another man several times. a man was stabbed in the arm and right near his ear at 8:00 last night. the victim told deputies the man that stabbed hipless skipped in a -- escaped in a car that had three other people inside. he claims he did not know his attacker. the victim was rushed to a local hospital. the search is on for an inmate that escaped from a

detention facility. he escaped last night he was sentenced to that facility last year after being convicted as a vehicle death. the obama administration is watching closely as japan scrambles to prevent meltdowns at its nuclear plant. this after the country declares an emergency and evacuates the thousands. the clock ticking down for pg&e as the critical deadline gets closer. what state regulators are looking to do with that deadline if it's it's not missed. >> right now it's wet out there. give yourself extra time.

the u.s. military is moving its ships and aircraft away from an earthquake damaged nuclear power plant in japan. as alison burns tells us navy crew members have already been exposed to the radiation. >> reporter: claudine, tests detected low levels of radio activity on u.s. navy crew members. this is the picture the defense department has put on its website of some of the helicopter missions. 17 members tested positive for low levels of radiation exposure when they returned to the uss ronald reagan after conducting disaster relief

missions. no further contamination was detected after the crew washed up with soap and water. the ronald reagan started delivering aid in the coastal regions in the japan's perfectture yesterday and passed through a radio active cloud. the crew was exposed to the same amount of radiation to one months radiation exposure. they are also senning nuclear scientists to deal with the reactor disaster. more of that in our next update. secretary of state hillary clinton is in paris meeting with european leaders about the crisis in libya. she will also meet with members of the libyan opposition. all of them say the rebel fighters in libya continue to press the international committee to press a no fly

zone over libya. they have retaken rebel held territory in recent days by launching air attacks. pg&e is facing a critical deadline tomorrow. state regulators are threatening to impart big fines proving all of its gas transmissions were safe. since then workers have been looking through hundreds of documents stored at the cal palette. a critical deal could come today if governor's plan to solve a huge budget crisis. the governor wants state votes to extend sales, personal income, to extend the $26 billion deficit. they need to get report of republicans. the governor is hoping to get that support today several days after missing his self-imposed deadline. time now 5:15 in about an hour from now. an early morning party will

oakland. traffic is moving along realtively well. bart is running normally. we'll have a report coming up soon. 5:16 let's go back to steve. thank you, sal. good morning, everyone. cloudy, drizzly light rain out there. it does look like a weak favoring of clouds. it's mild out there right now. next system inching in. i see a lot of bands of clouds out there. watch the last few frames. the little line is forming there. back over toward the east bay. right over berkeley and highway 24 back over toward southern marin and san francisco and on the peninsula back over to oakland and east bay as well. a little scattered down toward livermore to the north bay and south bay not a lot. in fact, it looks like a couple breaks in the clouds toward san jose. st. helena had an inch of rain.

after that a double and a third of an inch and two bits as well crockett. san francisco .21. hayward .19. san jose could only muster up .02. 56 balmy degrees to start. maybe the fog drizzlely and giving away to partly sunny and cloudy skies. we will go for a high of 66 today. if you do anything outside you will notice notice a mugginess in the air. we will see a semi break today. we will have morning drizzle pap lot of clouds. there will be sun sun but muggy and humid. mid to upper 60s. right now it's in the mid to upper 50s. gives way to slightly warmer weather. especially toward the south bay. mid 60s upper 60s to almost 70 degrees. clouds, sun gives way to mostly sunny skies. as the next system barrels in

it will bring more. a stronger, colder system moves in friday. takes us into saturday clearing on sunday but cooler. this morning the bank of japan eased monetary policy over concerns of potential economic fallout from friday's earthquake. the stock index fell more than 6% in the first business day trading for several major companies were held up especially in the emergency and auto makers inspection. now here is a look at the numbers from friday. you can see the dow had a good day. dow was almost up 60 points. futures are pointing to a lower opening this morning with investigators are concerned about it. what is happening in japan will have a world-wide impact here. also keep an eye on the middle east. the markets open in a little over an hour. let's talk about apple now. apple not commenting on complaints the clocks and

iphones are not using. iphone users say their clocks failed. they should have skip ahead on hour but in some places they make it two hours off. many did not work on new years day. a group of computer hackers say they will release several e- mails allegedly from bank of america. they operate under the name unanimous. bank of america has improperly foreclosed on some homes. the information was stolen from an play. the chief spokesman for the state department quit his job. manning is suspected of giving

classified documents to wikileaks. his remarks forced the president to defend the conditions as mannings detention as appropriate. a glitch with clipper cards turned out to be a problem. $14,000 over charge to more than 100 people. how the agency in charge is responsing. bay area residents that just came back from that quake is now home safe. they will hear their stories of survival and how they were able to escape the disaster of them. >> if you are driving on bay area bridges it's a wet commute. we'll be back with more.

good morning, we have cloudy skies. light rain, drizzle. mainly kind of between the north bay and south bay stretching for areas back from east bay over toward the coast. highs today will be really mild mid to upper 60s. kind of a muggy pattern. a san lee antero woman is facing charges she killed her eight-year-old daughter. she suffered from medical disabilities. that caretaker said she found the girl and mother 53-year-old crystal johnson inside the families car which was running in the garage. police think the mother had planted it as a murder suicide but johnson is expected to recover. new information this

morning a glitch on the clipper card system charged over $14,000. as many as 150 commuters were overcharged last month after trying to put money on their clipper cards. the agency in charge of the cards say they are not sure what lead to that glitch. all that were overcharged have been reimbursed. passengers getting off flights from japan at sfo talk about a frightening experience. one woman a san francisco native currently lives in tokyo with her husband and two young sons. she says japan's 8.9 quake was a lot more violent than the one here in the bay area. >> it was just wild. telephone poles were swaying and billings were rattling. everyone just had to sit down on the ground. we basically got knocked off of our feet. >> other bay area residents are boarding flights to japan.

they are worried about their family members they have not heard from since that quake hit. authorities have released the identity of a man that was swept out to sea by tsunami waves. the family of dustin weber said the 25-year-old moved to crescent city to get a fresh start. he was taking pictures of waves when he was pulled into the ocean along with two other men. the others were rescued but weber is presumed to drowned. . >> the people of japan are coping with the disaster. thaw now they are dealing with an erupting volcano. hundreds of people were forced to run when the volcano on the southern island started to erupt. an ash plume extended two miles into the sky. they remember this volcano as the secret rocket base in the 1967 movie you only live twice. at this hour this uss blue ridge is making its way back to

the disaster zone. the japan based aircraft carrier was in singapore for a visit when they got word of the disaster. hours ago we talked to a crew member how the focus switched. >> we loaded 90 palettes of humanitarian aid to support the recovery efforts for going back to japan. >> crew members say upon their return they will rendezvous with other aircraft carriers to get relief supplies. up next we will go live to reporter on the ground near one of the hardest hit areas. and the santa cruz harbor this morning. what officials are planning to do to bring up more than 1 boats still under water. also important news for monday morning bart riders. good morning, there goes cal train. cal train is on time and so is

drizzly pattern moving through. so some morning rain. i will throw in the towel. after that gives way then clouds and sun. a lot of clouds. really mild and muggy with mid to upper 60s. here is an update on your traffic with sal. steve, right now traffic is wet as you mentioned. a little bit of morning rain has made the roads wet. we are seeing a couple fender benders out there. nothing too major. northbound 13 is the latest one. westbound bay bridge still light coming into san francisco. 5:31 let's go back to the desk. japan's prime minister is calling it the worst crisis to hit that country in world war ii. martin is live in the hardest hit areas in japan where the magnitude keeps growing. hi martin. >> reporter: hey claudine. it is. it's staggering when you see the devastation here. we have gone into the nighttime here. not only is it dark it's

extremely cold. if it wasn't for the television lights there would be no light seen for mile after mile. it's a tough night. this was an extremely difficult day for the survivor, rescuers, for the country at large. days after japan's largest earthquake on record life is anything but normal. in parts of the country monday, some headed back to work but were left stranded due to power outages and dough trains. meanwhile news from the disaster continues to be grim. in addition to the death toll reports of 2,000 bodies discovered off of japan's northeast coast. >> in the 65 years at the end of world war ii this is the toughest and the most difficult crisis for japan. >> the destruction unimaginable. >> this is your house. >> reporter: in sendai rows of

homes flattened. remanence of lives strewn about. on the ground and on the air search and rescue teams from around the world look for survivors and find few miracles. washed away by the violence tsunami this woman held on to a free and a floor mat for hours until help arrived. >> the moment she opened the door of her house the water flooded in. >> reporter: survivors face a host of challenges. food and water sunnily -- and water supplies are low. several reactors have lost their cooling capabilities and hundreds of thousands of people in the area have been evacuated. still, officials remain hopeful they can contain the radiation threat. >> we believe there is low possibility that massive amount of radiation has been leaked. >> reporter: just in case you think things couldn't get worse

they are getting work. today a stock market took a major hit down about 6% and as a result of that they injected about $183 billion into the economy. that is a record in japan. the hope for that is to insure foreign investigators. it's been a very difficult day. they hope the days will get better ahead. dave. >> we want to ask you a quick question. we were talking to a reporter in tokyo. she was talking about how difficult it is to get up there. can you talk about your travels up there and why it's difficult for the relief crews to get in there as well? >> reporter: yeah it is extremely difficult. i mean we had to take a variety of different ways and different means of transportation. we flew into tokyo and then we had to fly to the opposite coast. that would be on the western side of the country. you have to drive in and drive over the mountains. traffic jams. roads very difficult. a lot of the roads are unstable or they are just greatly

lopsided because of the effects of the earthquake. all of that plus when you get into the tsunami area they become nearly impassable because of the debris. it's an extremely difficult drive. what normally might take you an hour and a half probably figure five hours if not more. >> all right thank you for reporting from outside sendai. please been safe out there. that was martin savage reporting. time now 5:35. back here at home the martin view mar boar -- harbor is still closed. kraig debro is there with the very latest about safety concerns and how long it will be closed. >> reporter: good morning, dave. we are on the north side of the harbor where a lot of the damage was done. this is what crews will be doing. see that boat right there. from the looks of where the mast is this is a 20-foot boat. there are dozens of boats still

under water. the harbor will be closed until sunday the 20th. the harbor says boats are still in danger of sinking because of periodic wave surges and the docks are damaged and dangerous. very few boat owners knew about or prepared their boats for this wave serge. nearly ten hours after the wave serge a smaller but devastating wave hit the santa cruz harbor. 1 boats sung and another 12 are unaccounted for. four boats were pulled out of the water yesterday. estimated $17 million in damages have been done so far. the decision to keep the harbor closed is twofold. one the hazardous sunken vessel -- it's not as bad as it could have been. >> we think we dodged the bullet environmentally because most of the boats that are damaged are private vessels

that carry minimal amount of fuel. >> reporter: docks on the harbor south side will be open to slip license sees. no vessels are allowed until that time. punishable by fines up to $20,000. coming up we will speak with boat owners about their losses and future plans. reporting live in santa cruz kraig debro ktvu channel 2 news. community leaders in san francisco plan on meeting this morning to coordinate efforts for earthquake victims in japan. this meeting is being organized. the group has a history of raising money following disaster in japan. in 1995 the community center raised $600,000 in response to the leaders. >> they will get together and

accident. and now it looks like a couple of lanes are blocked. we will have to follow that up for you. and this is 280. not too far from highway 17. again traffic is moving well. i think our camera is a little blurry from the waters. give yourself extra time. bart is running normally. they have fixed the problems after yesterday's derailment. let's go to steve. sal, we do have morning rain out there. mild conditions. it's in the 50s almost 60 degrees for some. after we get rid of these bans it will be a lot of clouds and some sun. temperatures will get in the mid to upper 60s. tomorrow clouds will return increase and it looks by the evening hours more rain moves in. it looks like one of those weeks as well when we head toward the end of the week. moderate to heavy rain points north and turning colder. this may be the warmest day of

the week. but i will show you the satellite picture. there is not very many breaks out there. you can see the cloud cover streaming in from the west. these bans are lining up. the next system is moving north but per the last couple of systems the tail end sweeps across. that's what we are expecting tomorrow. today you can see clouds just continue to roll in here and some lines of rain have formed from drizzle to light rain out toward eastern city ran know county and the delta as well. back over to the east bay. highway four. back over to danville and near hayward. all the way over to pacifica. and southern marin county. a little scattered activity and from the golden gate over toward richmond. berkeley. some light rain moving in. st. helena element picked up an -- almost picked up an inch of rain. mill valley a quarter of an inch. after that there was not much.

why this is so important we republican joined by linda lamb. can you tell me why is this so important? >> because we are fighting for the ability for a chance to go school. they increased the fees by $36. if they increase it further we won't have the ability to go to school. >> reporter: you said $400 million right now you are facing cuts in higher education. will that get worse? >> it will get worse especially if the tax measure doesn't pass in june. >> reporter: you will be one of the students that is meeting with legislatures this morning about five legislatures. what are you going to tell them today in sacramento? >> i'm going to talk to them about the california dream act. not to mention i'm going to talk about protesting student fees which are increasing.

and several other things as far as impacting class sizes if you will be able to graduate on time. one of the biggest concerns is class sizes and class cuts. cuts to our services. this will delay a lot of students to go to school. >> reporter: thank you very much. as you can see they are getting fired pup they are going to -- they are getting fired up and and they will be rallying up and down the state of california that will be marching to the state capitol and all of them will be meeting with state legislatures. they will be pushing them to please, please extend the tax extensions because again the deadline to get that through is tomorrow. reporting live in san jose. emergency crews are on the scene of a chemical plant explosion.

four people were hurt in last weeks -- this is a city 25 miles outside of boston. they are running tests to make sure do not create a health hazard to nearby homes. 2,000 homes have been evacuate to nearby new jersey five feet above flood stage. fire officials used both to evacuate several people in little falls. it's estimated the water on some streets is between two and six feet deep. they are hoping the sunny skies forecast through tomorrow will give cities and towns a chance to dry off. >> time now 5:49 very nervous pilots on an alaska airline locked down their cockpit because three passengers on board acted strangely. they started tying leather straps and small wooden boxes to their body. it turns out to be a jewish prayer ritual. those men were questioned and

later released. a possible hate crime in sacramento now prompting one of california's top elected officials asked the public to wear a turban for the day. darrell made the suggestion yesterday in west sacramento. steinberg says wearing the turban will be a sign of solidarity after two men were shot earlier this month. one man died the other is still in the hospital. police believe the men may have been targeted because of their turbans and long beards. >> whatever the motive, this is more than tragedy. it is a cowardly act. >> april 13th is being considered as a possible day to ask the public to wear turbans. it would coincide with a sikh holiday. that's after aviation

officials found four pilots using fake documents. two have been arrested for using fake documents to get licenses. at least two more are under investigation for similar charges. a tour bus crash in new york that left four dead is under investigation. it was full of tourists when it crashed in the bronx. police say the bus driver swerved and the bus tipped on its side. they will be interviewing the bus driver and checking to see what he was doing before that crash. >> we will be looking to the casino to ascertain to find out what the driver was doing 72 hours previous to the crash. >> the bus driver told investigators he served and hit a guardrail. they have seized that truck and interviewing that driver. time now 5:51. back to the continuing coverage of the disaster in japan. you have to see new video of the moment the quake hit.

the road cracked from the intense shaking. witnesses say the town became submerged by water 30 minutes after that earthquake. and scientists say the quake in japan was so strong it shifted the access of the earth about four inches. and a seismologist says in some places the land actually dropped in elevation. because of all this when the tsunami came in it stayed. that's why so many areas are still under water. time now is 5:52. we are getting word of major problems on bart. sal is watching that. it doesn't look like it's related to that derailment. >> it doesn't look like it. there is equipment problems underneath the ground in san francisco on the traffic. trains are being single tracked. as you might imagine that is causing major delays in bart.

going through. a lot of cloud cover continues to race on in here. some has produced a decent amount of rain stretching from clayton and back over to hayward. back over toward sfo. it looks like redwood shore. back over to pacifica and another line is formed. southern marin county over san pablo bay. stretching from about cordelia. martinez over toward richmond and berkeley. there is light rain mixed in there from the north and south it's not as bad. we are seeing a lot of drizzle or light rain. and a combination of systems. it looks like they will want to take aim at us. it looks like an active week. higher elevations pick the up the most. st. helena picked up almost an inch. three quarters santa rosa. napa picked up two-thirds. not much after that.
